There's a couple of Canadian traders on other OTC stocks that have CTO's in place who told me they're unable to trade (buy or sell). I specifically questioned them about the selling aspect, and they confirmed the total lockout.

Basically $SEGI having a CTO in place has locked out a huge portion of its trading market.
