There are a lot of democrats who think that the ACA needs improving, and would participate in necessary tweaks. That approach was not even considered or attempted by the republicans. They painted themselves into the corner of the "repeal and replace" rhetoric, not the democrats. Not taking responsibility for their fuck-ups is a republican trademark.
