Has Seymour ever said that results from Moffat's lab represent a decisive go/no-go milestone?

In other words, if the results are positive, will NNVC immediately take their candidate into IND-enabling studies and into clinical trials as soon as possible? Or will it just be another one of the "6000 studies with positive results" that goes nowhere?

What is Seyomour's plan if the results are negative, inconclusive, or never arrive?
