Couldn't be clearer. And yes HERA's non severable. There is no sever-ability clause in HERA as there was in the law that created the CFPB. That's why the judge in CFBP case was able to simply order that the head lf the CFPB will now serve at the president's pleasure instead of not subject to removal by the president.

Look into the structure of gvt the "progressives" such as Woodrow Wilson wanted. They wanted these independent panels/agencies of "experts" for all sorts of segments of our economy. The CFPB and FHFA are perfect examples.
