Jim: The answer to your question "does Apple suppliers of their phones need to license with IDCC? " would be that in regard to the Apple phones they produce they would be covered by the normal "have made" wording of IDCC's license with Apple, and therefore would not need a separate license. HOWEVER, in regard to non-Apple products that they produce that may infringe on IDCC's patents, a license would be required.

Since IDCC cannot collect double royalties on the same unit, when an OEM and ODM are both licensed, the license terms should spell out how royalties are to be paid. Below cite is where I repost an old Ron Marchma post on the subject.
