The two tribes voting?.....I thought it added an interesting twist.
Why not? They both lost.
After this many seasons, they need to do things to mix up the results, otherwise people come to the show with preconceived strategy.
JT did screw the pooch though. He trusted Brad, and got screwed by it. Obviously, his plan was to get rid of Sandra.

Just my opinion, of course.
