McNally stated that the reasons for the small raise were

1) 5.6 m was all that was available on the shelf registration

2) fits into their strategy of doing small incremental raises as they reach milestones

When asked why the insider participation was low he answered:

"With only 5.6m available and with demand by investors outside the company, insiders were limited"

That's great. With such demand we should see the over allotment filled, if that's true.
