There are chemical, biological, missile, and even flood, which i remember reading of years ago, yet opening dams isn't mentioned in either of these two.

But of course, the best defense is a good offense. According to foreign policy analysts at George Washington University Law School, if spies were sure North Korea was arming a missile with a nuclear warhead and aiming it at the US, the US could launch a preemptive strike, and be confident that it could justify the strike later to the UN as a response to an "imminent armed attack."

That decision might not even involve a phone call from President Trump, according to Baker.

"I think it's going to come down to a decision by the military," he told me. He also explained that the military likes preemptive action.

South Korea’s defense ministry says it is closely monitoring the water level at a North Korean dam near the border as heavy rainfall in the peninsula is raising fears that Pyongyang could discharge water and cause flooding in the South.

Defense Ministry spokesman Moon Sang Gyun said in a briefing Tuesday that the water level in the Hwanggang Dam just north of the border was near capacity. While it doesn’t believe North Korea would engage in a “flooding attack,” the ministry has previously said the military would be ready to provide emergency assistance if North Korea suddenly opened the floodgates.
