The entire healthcare system is dependent upon costs being paid.

Previously, the insured and the taxpayer paid for the cost of the uninsured with payments with payments marked-up to cover their procedures and the procedures enjoyed by the free-loaders.


With the Affordable Care Act, there were far fewer free-loaders and the subsidies went to premium payments instead of inflated healthcare bills.

It was a more cost-effective and health-effective way to pay the ongoing subsidies demanded by Ronald Reagan's Emergency Healthcare Act.
