There are literally thousands of posts trying to figure that out. It must be a combination of things:

Management shows little interest in the stock. They grow the business, but don't care too much about the pps.
Company is listed in US, but has no "local" operations. All revenues are earned in Europe.
The type of business is very inelastic in generating economies of scale. What I mean by that is that they needed to grow to $40+ million revenues to become profitable. Positive side effect: very little margin improvements from now on will show dramatic effects on net income.
