You are correct in your thinking. Fewer stations in 2017 but an increase in vehicle acquisitions vs 2016. Infrastructure is nearing build out and now they are adding transport equipment.

They built 11 new stations in 2015 and 12 in 2016 per 2015 sustainability report (page 91)

In 2015, they added 800 ng tractor trailers and nearly 600 cng package cars.
In 2016, they "planned" to add 380 cng tractors. (Page 88)
