Judging from the MDNR power PPT presentation, the final decision regarding approval for permits can easily be delayed until the 2018 Minnesota primary election season. The Permit to Mine was submitted on November 3d. and the Department hasn't even begun its review,. They've just deemed that the the information is "sufficient to begin a review". Then there is a a 30 day period to prepare a public notice, and a 52 day period public notice and objection period,, and a ""tribal" notice period, and a couple of variable rework periods. The MDNR has worked with Glencore and Polymet on this project for 10 years together. They know ever comma, period and dotted "I", yet supposedly, they haven't even begun reviewing it in last four and a half months. They're obviously waiting for political reasons...the next election cycle in 2018.
