If Trump spoke logically as you would hope a president of the USA would one could take that as meaning Trump could prove it now, but in Trump-speak it ..

has to mean he can't, which is most likely the case .. so really Trump saying he just doesn't choose to now looks to me like yet another unpresidential untruth.
