He could have easily developed Hawk Eye via ECDC and I think we would have something. Based on what I found, it appears that he was able to get Huawei to develop the technology for him. Basically he developed the idea and Huawei created the technology.

All along we were hoping for a Verizon partnership and he took his new project to another tech company.
