They can't dilute, the stock is ILLIQUID. You are correct that this stock is dead until REVO get's a MM to submit a Form 211. Guess what? that's never going to happen. The SEC is still investigating and no MM will ever risk their reputation or money for this company as there are plenty of others that haven't been caught defrauding investors by the SEC.

There's simply no market for 10s of millions of revo shares.
