Both. I don't feel like delving back into the dark and evil history of Cheney/Bush and their involvement in the mass murder of Iraqi's in their contrived, fake, and illegal war but Cheney KEPT his shares in Halliburton during his tenure as VP and I'm quite sure he has a lot to do with them securing their no bid contracts.
