I disagree with your opinion. The SEC settled with Treaty , with Treaty neither admitting or denying guilt.

If there is an IRS fine or interest payment, Treaty may get a refund as they lost 22 mm paid in capital.

When all filings are up to date , treaty will have a market maker ready to go( they already have three and KCG not one of them)
