It has zero to do with any executive order or federal enforcement and has everything to do with the will of the people in the states through their state representation.

I don't have any need to argue the tenth amendment. It is already written. If the feds have the ability to shut down anything they don't like then why has that not happened at any time in the past barring state cooperation in enforcement?
