I think he will definitely mention the opioid epidemic, and possibly "new treatments", but not the implant.

But....

My hunch is the new administration has its plate full with the repeal of Obamacare and the overhaul of the tax code, and won't be able to devote a lot of legislative energy to the issue anytime soon (it was difficult enough to get CARA passed and signed last year).

However, if you read Gingrich's letter, there are two not-so-subtle suggestions: 1. have insurers remove the pre-authorization requirement for MAT, because its a violation of mental health parity laws, and 2. remove the prescribing cap on injectables and implants.

#1 doesn't take a new law. It is a matter of having the DOJ sue some insurer (or threaten to sue). The minute the lawsuit is filed, all insurance companies will drop the pre-authorization cap.

#2 could be accomplished by an executive order changing the SAMSA guidelines. A stroke of the pen, and the cap wouldn't apply to probuphine. Cost the government no money, and good press would result. I'm thinking it's a smart move on the president's part.
