not necessarily the offering is 13mil shares at $5.1 which is where the stock dropped. This maybe a new floor. Obviously any institution that buys shares at $5.1 will do so with the intent to sell at much higher level, promoting the company. The deregulation of the coal industry will have a positive impact on CLD. see what happens
