Promising or suggesting $10 million or $40 million is right around the corner is the definition of "Blue Sky". Until the ever ending story is closed, it is hype, which is "Blue Sky", by definition.

That is why the USA has Blue Sky laws in place to protect investors, which is the purpose of the SEC, not to assist companies promising Blue Sky, but to regulate issuers and protect investors.
