I hear ya, I thought the landswap would've made a larger, more sustained impact too.

The only things I can think of that can move this upwards besides actually having permits in hand, are:
1. Significant movement on the permitting process
2. Words from Dayton on getting this process moving faster
3. Words from Trump on getting this process moving faster
4. Polymet finding another large lender/investor
