FCD imported the tequila in (which they would be the one that has NOM)

Not that hard for the company to get the NOM from FCD and publish it, right?
So everyone could get an impression of the imported tequila amount especially in connection with the container shipments to china. But hey, probably the reason they won't publish the NOM, right

I wonder if the company can get away with saying "from 100% agave with infusion".

Nope, the statement from TTB is plain strict

When new labels are printed, the statement "100% agave" must be removed from label. This statement is only allowed on finished products bottled in Mexico

But as long as these new labels are only a fiction the expired labels can further on spread the lies about the content.
