I find based on prior experience that you confuse the tenses and modality of verbs, particularly the verb To Be. You seem to confuse what is with what might be in the future. If Tmmi doesn't pay its yet to arise future debts, even small ones, I'd agree this could wreak havoc including through seizure of money that Tmmi has yet to be paid. But as Doris Day pointed out, the future is not ours to see.
