The difference between daily short volume (REGSHO) and actual short sales/interest has been explained in clear, concise English here:

However, as this appears to be a point of confusion for some, and I'm certain we'd all like the official word on shorting, call FINRA at the numbers below. Ask them what reporting from FINRA you should consider when talking about "shorts" - as in borrowed and sold short.
