There are many small time distillery's in Mexico and I guarantee you not every one is regulated. It is Mexico after all. I would not be surprised if they found themselves a cheaper deal to cut costs, however that does not mean the quality is not up to par.

I have personally been to many and they are small time operations with great quality tequila.. but they literally cut up their labels with a scissor and glue them on their bottles.
