After Phase II was salvaged SK stated they were in discussions with several partners and would have one prior to starting Phase III.
IMO they probably had several lined up, but they wanted too much of the company and PPHM turned them down.

Lots of assumptions there Hypi, and after the setback in PIII, partner discussions would have been much more difficult. Of course they would have liked to have a BP partner before PIII. If PII had not been derailed things would have been different. At this point, maybe we should be grateful they did not accept any of the deals you believe were "probably had lined up".
