No. It's possible to buy on the bid and sell on the ask, so it isn't entirely accurate. However, I doubt that happens as often as "genius" penny players claim it does.

But when a stock is moving up very fast on high volume, "buys" may show as "sells", because the stock is moving so quickly. The same is true in reverse.
