The reason a tank of H does not turn into dark matter is itself a dark matter. You see there's a conspiracy of physicists, all with PH.ds who are worried about losing their jobs and pensions if Randy's theory is proven correct. At night they go around to the H tanks and put a special pixie dust on the tank that prevents the H from dropping into that lower energy state.

Randy Mills has pictures of the physicist, being assisted by UFO critterns putting on the pixie dust. He's going to show the pictures at the demonstration later this year, which will be as soon as he finishes tweaking the engineering. You know, like when NNVC gets done fine tuning the candidates.
