It appears to me that they already HAVE executed their plan so far. {1}They have the facility, {2}they have growing product within the facility, which they are expanding in terms of more available growing plants & {3}they have licenses{2 that I have read about in GBLX's disclosures}. Given the normal & necessary time to fully execute, I would have to say, that they seem well on their way to meeting that goal. Disclosure: I'm long on GBLX. GLTY Play it as you see it.
