buy alert means dilutive dumping unabated. That kind of pump/dump is often used to help unload tons of dilutive share on unsuspecting investors. If they can get the less-savvy investors to buy some of these dilutive shares being dumped, then the share price may not drop quite as fast as it otherwise would with the dilution going on.
