ECOS can't sell shares directly into the market, ever, at any price. ECOS can only raise money from selling convertible notes which can be converted to shares and then sold into the market by the note holder...usually at a big discount to retail (50-60%). Most notes are restricted for 6 months after they're sold and registered with the SEC and FINRA. The details must be in a SEC filings before the stock can be registered and sold.

ECOS has not filed any financial information since the Fall of 2014, so shareholders are in the dark, and most experienced players won't buy anything until the filings are brought up to date and share structure and dilution are fully revealed...
