Actually it doesn't so much depend on your broadband connection as HVEC is markedly more efficient. The tradeoff is CPU usage, if you have an old computer or are (unwittingly) running lots of stuff quality goes down.

They're addressing that by offloading to the GPU, initial signs are promising but hardly conclusive (but we still have a few iterations to go, I think), it's good to have other people's experiences here.
