3. For each gallon of corn-starch ethanol produced, one RIN is issued. For agri-biodiesel, 1.5 RINs are issued for each gallon. In future years when commercial production of cellulose ethanol becomes widely available, it will receive 2.5 RINs per gallon. Read more on this site

4. RIN prices are affected by the amount of Ethanol refiners need to blend. Also by the expectation how much they need to blend, and by the amount of fuel they are going to produce. RINs can be bought together with ethanol, but also as a separated RIN, sold by those who bought ethanol but don't need the RIN, or ethanol sold to foreign countries. Also if one blends in more Ethanol then necessary, the RINs can be sold to others.

So the value of RINs is mostly determined by the amount needed and the amount available on the market.
