I believe the difference in what was said more recently and the one from last year which implied that the FDA mandated the crossover is, more recently she referred to "WE", which could have been in conjunction with the FDA, not that it was a standalone decision or mandate from the FDA, but perhaps their guidance at the time. At least that is my take on the differences in talks.
