That seems to be a logical fallacy in itself. Most people who smoke pot don't end up addicted to heroin. And this new crop of addicts seems first to have become addicted to prescription painkillers. When they could no longer get the prescriptions, or when they became too costly, they switched to street heroin, which is much cheaper.
