Why is this stuck in an OTC company that can not raise funds to get it to market??

Because it's a scam.

A real biotech startup, starts as a private company. It obtains private equity funding. From there it usually initiates Phase 1 trials, and completes them. Just about the time they are ready to go into Phase 2, they IPO on the NAS to raise additional funding. Any encouraging Phase 2 interim results, and a large Pharma/biotech gets interested. The large Pharma company usually buys the marketing rights to the drug, and performs the Phase 3 trials.

Instead SBFM had no interest from private equity funding. No interest in their compound. Thus, they scam the OTC Microcrap investor. Stock dilution, yielding a whopping $26K in cash on the books per the last 10Q. It only takes $1-2M for a Phase 1 trial. It takes $26K or less to keep scamming in the Microcrap market.
