Could Bob have someone buying shares? Throw out an AS increase knowing there'd be additional panic selling to go along with known dilution... rake up a big cheap holding, not actually use much of the new AS and then announce MCV and other positives for a large profit?

Just throwing out random thought puke right now... grasping to make sense of it I guess :)
