Obama was on the feckless and timid side, but he was trying to do what he was told by his foreign policy advisors, but was getting conflicting orders from the 2 factions and couldn't please either side. Foreign policy in his first term was mainly dominated by the Trilateral wing of the foreign policy establishment, ie the 'humanitarian intervention' side, or imperialism with Left cover, using proxies rather than direct US military force (ie the Arab Spring approach). Then came growing Neocon influence in his second term, which demanded more aggressive direct US action, but too late.

Obama also had a self-serving political motivation to not look overly aggressive, to have the appearance of being less of a warmonger than Bush/Cheney. But mainly he was being pulled in different directions by the two US foreign policy factions, and unable to please either.

In retrospect, from the Deep State's perspective the big blunder was not inserting US troops immediately into Syria following the faked gas attack blamed on Assad. Kerry had issued his famous 'line in the sand', saying that the US would be forced to insert troops directly into Syria if Assad ever used chemical weapons on his own people. The US then arranged the fake gas attack and Obama had the pretext to go into Syria immediately, but before he could act Putin jumped in and vowed that Russia would remove all of Syria's chemical weapon stockpiles, and so Obama backed off.

With 20/20 hindsight, that was the key blunder since it then made the creation of ISIS necessary as a roundabout and laborious way to topple Assad. Obama should have had the US troops ready to invade Syria immediately after the staged gas attack, even though the invasion would technically be in violation of the previous UN resolution for using force in Syria (which had been vetoed by Russia and China). Obama could have just said screw it, we're going in.

After the Libya project, Putin had replaced Medvedev in Russia and that began the effective pushback against the US' previously unopposed plans, leading up to the current mess (a mess from the US Deep State's perspective). From their view, Obama's timidity
threw the timeline completely off. They wanted Syria done, then they could do Iran, and next would be the destabilization and neutralization of Russia. Now they presumably will be forced to bypass Syria and Iran and try to go directly against Russia, a highly risky strategy made even more difficult by Trump's current friendly attitude toward Russia.

So if they want to proceed on this extremely dangerous course, the Deep State will need to quickly 're-educate' the Donald on Russia. Alternately the Deep State could be reasonable and just come to accept a more strident Russia on the world stage (ie - détente), but I doubt that will happen since it's anathema to their crazy goal of total NWO hegemony. They'll keep pushing even if it mean a nuclear WW 3, which the NWO ghouls believe they can 'win', and they don't mind 40 or 50 million dead in the US if it means permanently eliminating Russia. Ironically in retrospect, they could have confiscated all of Russia's nukes back in the 1990s under Yeltsin, and wouldn't have the current problem.
