Why has the Areva deal taken so long?

The first mention of them working together is all the way back in 2009

The goal at that time was to wrap things up by February 29, 2016

About a year later. 11/16 There is an update but why did an entire year pass without any progress? And why does this agreement seem to be taking forever. I'm sure investors were excited at every mention of them working together but here we are with the years rolling by. How can we know it's different this time and something will actually happen that equals profit?
