the numbers were pulled out of a hat and the company is just "winging it" into production

Exactly the case. Unless the numbers issued by the company can be backed up by thorough exploration and a credible feasibility study, they can be considered fraudulent. This is a publicly traded, SEC-reporting company. There are rules.
