I have seen insiders buy and the stock crashed to zero. Yes, insiders could sell for a number of reason. But they fact is, they are selling Zilch. That is a bigger sign than buying. Especially when we are talking about an OTC stock where Leo could sell his 8 million + shares and be done with it.
