Raines did not get in based on his offensive numbers. Those alone wouldn't even put him close. It was his stolen base total. Wills dominated during his era, and held the stolen base record for quite some time. Raines fell far behind Henderson while playing at the same time.
And isn't shortstop a tougher position than outfield?
There's a reason it took 10 years to get Raines in. He was a very nice player, but not a HOFer.
As for Raffy/Bagwell. Raffy's numbers were far better and is one of the very few 500 HR guys not in the Hall.
If you base Hall of Fame voting curve for injury, then put Kerry Woods in the Hall of fame. You have to look at their entire body of work over their whole career.
BTW, I'm one of those who think there are certain thresholds that are important when considering if they are deserving

500 HR's
300 Saves
300 Wins
