It's very highly it's your browser. Don't reinstall a OS if you don't have to. In IE, top menu look for 'tools', left click on the word 'tools', should be pop up blockers and managed addons in the drop down menu.
Go root around in those two places first. Try 'turn off pop up blocker' and 'pop up blocker' settings to possibly INCLUDE Ihub as a accepted site.

Come back if more questions and I'm sure someone here could walk you through some stuff.

But try the browser suggestions first, installing a OS just because Ihub doesn't like it isn't maybe the safest thing to do.

But if you're looking for an excuse just to freshen up XP, then Ihub may be as good excuse as any. But be aware that Ihub is also moving away from XP as well through newer browsers.
