Share Buyback vs Special Dividend vs Cash

I still find it surprising that the CEO chose a share buyback at this point in the company's development with less than 16 million shares outstanding. I think I would have held the cash on the balance sheet for the time being (or for future investment) or done a special dividend to shareholders. Special dividend could have directly rewarded shareholders and could have potentially been reinvested by shareholders to support/boost stock price.
