Because there's no proof yet.

After seeing the thing go to no bid and then a big reverse, and with convertibles still on the books, nobody is going to want to buy into LIBE until they see proof of the financials and verify the business model is actually working and can turn out enough cash to pay the newest notes before they're elligible for additional conversion.
