Good advice for VELA imo. IF you think that there will be another promotion - aka Pump & Dump - or IF you do believe that Velatel will come alive again, now is the time to load up.

How much you buy or your target price is entirely up to you.

Personally, I do not think that Velatel will simply fade away.
Could be wrong but I think not. George Alvarez, Family & Friends have too many shares. All of the above is MY OPINION.
