Too bad it didn't deter. If it had worked we'd still be using it. The problem with preventing any crime is to convince the criminal he'll first, get caught and second be punished so severely it's not worth the risk. Put them on a chain gang, I say, and leave them there. THAT is tough on crime.
Unfortunately that won't stop the criminals who believe they are smart enough to get away with it.
