Bonds are being issued, and then the company can borrow against the proceeds of the bond issuance. They will have to find buyers for those bonds which will be the next hurdle. At one time I think the company had a scheme to have the power companies purchasing the pellets buy the bonds. With the strong dollar though and buyers in the EU, I'm not sure how much sense that makes. Holding debt in the US dollar, but interest would also be in the US dollar. If it weakens, then those companies get hit with a weaker return on their investment.

The good news though is that for someone to buy the bonds, a prerequisite would be evidence of future income. That evidence would be the elusive takeoff agreement. This could very well be the next news release.
