No, that's 100% false again, you really should verify with FINRA.

Trade reporting has always been to the sixth digit, however the consolidated tape only showed the first four. After the new reporting facility opened November a few years ago, some with level two can now see up to the 6 digit just as FINRA in the past was able to see the 6 digit through Non-Tape Transaction reports which aren't available to the public.

But it has no effect on placing orders which is still limited to $.0001.
